Brisbane City Council wants to buy Brisbane’s heritage-listed but derelict Lamb House, lord mayor Adrian Schrinner said on Thursday.

“We have made attempts to negotiate with the owner,” Cr Schrinner said on Thursday morning.

“There was an original willingness to talk to us about that, but unfortunately we didn’t quite get the outcome that we expected from that,” he said.

“But we are still determined to jointly go into an arrangement with the state government to make sure that the public can have ownership of this property so it can be restored and hopefully used for community purposes.”

Cr Schrinner said he would speak with the state government in coming days to make sure they were “also on board with this process”, and said former deputy premier Jackie Trad had indicated her support.

“It will require a joint purchase, so council will jointly fund this acquisition with the state government,” he said.

“Obviously it would be great to know that the state government is still on board with this.

“But really, this is an incredible heritage asset for our city and we want to make sure that it is restored and protected.”

“This one in particular is special; it is iconic, it is on the city skyline and it’s right there on top of the Kangaroo Point cliffs.

Developer Kevin Seymour last week said his company had over two years costed repairs to Lamb House at $6 million.

Cr Schrinner said he believed “it was the right thing to do” despite the cost, pointing to Brisbane City Council’s previous steps to repair City Hall, from 2008.

The property’s future will be discussed at the next meeting of the Queensland Heritage Council on June 26, the Queensland government said.

The once-glamorous property on the Kangaroo Point cliffs looking back towards the Brisbane CBD was build in 1901-1902 for prominent Brisbane Queen Street draper James Lamb.

It was added to Queensland’s Heritage Register in 1992 but has slowly slipped into shocking disrepair, with a three-metre square hole in the roof letting in rain.

Queensland’s Environment Minister Leeanne Enoch last week placed a 60-day stop order over demolition work on the property after talks between departmental staff and the Lamb family.

Wednesday’s meeting discussed ways to protect the property.

Officers from both organisations met yesterday to discuss repairs that may be needed to protect the property,” an environment department spokesman said.

“If necessary, the minister may issue a further stop order when the current order expires,” he said.

“The Department of Environment and Science will provide an update on the Lamb House issue to the Queensland Heritage Council at its next meeting on 26 June.”

However, the Queensland Heritage Council said neither the council itself or the Department of Environment and Science could not “acquire” properties under Queensland’s Heritage Act.

“There is no provision under the Queensland Heritage Act 1992 for DES or the QHC to acquire State heritage-listed properties,” the spokesman said in a statement.

“Under the Queensland Heritage Act, owners of heritage-listed places are responsible for their management and preservation and the Act obliges owners to undertake essential repairs and maintenance to prevent damage or deterioration to these places,” it said.

In October 2019, the Department of Environment and Science invited the building’s owner, Joy Lamb, to apply for Community Sustainability Action-Heritage Conservation grants to repair Lamb House.

However, Ms Lamb recently declined the grants, the officer said.

“Last week Mrs Lamb advised DES that she does not want to discuss Lamb House or the stop order with the department,” the statement said.

Jane Alexander, the National Trust’s Queensland manager of heritage advocacy, said while Lamb House’s gothic mystery was rapidly growing in the Brisbane community, its poor condition pointed to weaknesses in Queensland’s heritage legislation.

“Unfortunately, cases like Lamb House and nearby Broadway Hotel highlight the weaknesses in the Queensland Heritage Act,” she said.

“We have advocated to government regarding the need for much stronger requirements in the Heritage Act regarding minimum standards of maintenance and care of heritage-listed properties to prevent demolition by neglect.”

Ms Fleming said many residents had told them the house was important to the city.

“Lamb House is an iconic Queensland residence and has captivated Brisbane’s love for a long time,” she said.

“Its physical demise has dismayed both the National Trust and many other community members.

“We have liaised many times with both state and local government regarding Lamb House. Both also feel a sense of care and sadness for the house.”
